Planning is fundamental to
emergency services. An emergency plan can assist effective and efficient use
of resources and provide a strategy that the community needs and
can afford. Community and
municipal emergency departments are often preoccupied with crisis control
and emergency response. A community may not be aware of the potential range
of services and the cost/benefits of delivery.
Community or municipal emergency personnel cannot continually provide all emergency services,
crisis prevention and education. The community that pays the bills must set, monitor
and plan strategic goals.
Municipal Emergency Plans

- What type and level of protection will the community
will pay for?
- Who will provide external or specialist services?
- What goals can serve as performance measures
to aid the assessment of service quality?
- What options exist for delivering the
appropriate service level using available

within prescribed time frames?
- How will emergency plans and their implementation be
monitored, evaluated and revised?
